E. Williams served in the US military for 23 years, first as a US Marine infantryman and subsequently, a counterintelligence special agent for two classified tier one special mission units involving high profile US operations in combat zones. He is a global counterintelligence expert, leading classified counterintelligence, counterespionage and surveillance missions of the highest order to protect international security.

His distinguished military career included work with the Asymmetric Warfare Group in Iraq. He has a unique expertise in the sought-after triumvirate of human intelligence, signals intelligence and signal intelligence, and developed leading methods of intel gathering. He was responsible for the integration of HUMINT and SIGINT technology deployment which led to more dynamic tactical operations to safeguard lives, critical infrastructure and governments in the most high-risk areas in the world. He has conducted SAEDA (Subversion and Espionage Directed Action) responses involving counterintelligence investigations to protect US forces and US law enforcement.

He advised the US government’s Technical Support Working Group to rapidly develop technology and intel to combat global terrorist threats and remains a subject matter expert. He is an expert in biometrics, digital forensics, criminal forensics, interrogation and protection against surreptitious systems entry procedures.

He designs and teaches highly acclaimed tactical HUMINT courses for law enforcement and intelligence agencies, including on contingency operations (CONOPS), counterintelligence force protection source operations (CIFSO), electronic target exploitation and HUMINT measure for special operations. He provided highly specialized advice to the US Army’s Joint Special Operations Command (JSOC) and to other government agencies.

He is a founder and CEO of the NGO, the Joint Task Force for Anti & Counter Corruption in the US.
